Premier Daniel Andrews has announced the reimposition of restrictions in Victoria after the state confirmed a two-month high of 25 new cases of COVID-19. The data added to growing fears the state was experiencing a second wave of the virus two weeks on from Black Lives Matter demonstrations in Melbourne. As of midnight, restrictions on household gatherings would be reduced to five guests, public gatherings - excluding restaurants and cafes - would be restricted to 10 and would remain in place until July 12 pending a review. The premier announced the planned opening up of pubs, restaurants and cafes to increase its number of patrons from 20 to 50 would be deferred to the July 12 date. The lifting of restrictions slated to recommence for the first time tomorrow night was permitted to continue including the reopening of gyms. "We have always followed the advice of our public health experts and that is what has helped us to avoid absolute disaster," Mr Andrews said. "Whilst today numbers and trends are challenging and problematic, we have avoided so many of those horror scenes around the world. Mr Andrews expressed his "disappointment" and "frustration" half of all new cases came from "family-to-family transmission". "We've had cases of people gathering in large numbers... even though they've been told to isolate in their own homes," he said. "We've had people who have test positive and told to go home and isolate and instead have gone to work or visited loved ones in large numbers. "It is unacceptable that families anywhere in our state can - just because they want this to be over - pretend that it is." Premier Andrews announced his government would set up a hardship fund - or an effective one-off cash payment of $1500 - for those unable to work or receive an income as a result of self-isolating or in quarantine. Mr Andrews also floated the possibility of hotspot lockdowns, whereby households could be forced into mandatory isolation based on spikes of cases in geographical areas. Image: Getty
