'Nothing luxurious about no-frills prison rebuild' - RTHK - RTHK

Security chief Chris Tang on Monday stressed that a HK$5.5 billion plan to rebuild Lai Chi Kok Reception Centre is a "no-frills and fitness-for-purpose" redevelopment.

He dismissed criticism from legislators that the project is too costly and a claim that the prison will be as "luxurious as a five-star hotel".

"I think we should have respect for people, no matter who they are," Tang told reporters.

He said the costs involved are comparable to the redevelopment of the Tai Lam Centre for Women in 2011.

"We cannot compare [the cost for] correctional facilities to [that of] other facilities, like hotels and even ordinary residences. This is inappropriate," he said.

"If we were to replace a gate in the Correctional Services Department, it would cost HK$300,000 to HK$800,000. Think about how many gates there are in our correctional institutions. Therefore, security facilities are very important and cannot be compared simply."

Tang also strongly condemned an article saying relevant officials were engaging in "soft resistance", adding that those working on the project have a clear conscience and are using resources prudently, and fulfilling their duties faithfully.

The security chief added that he would meet lawmaker Junius Ho to talk about the project and would invite him to visit the prison, after noting the legislator's opinions on the redevelopment.
